Job Description

Applications Team Lead/Developer

Job Responsibilities
• Manage a pool of applications resources comprised of Information Specialists, Business Analysts, Web Developers, Database Administrators and Contractors for optimum team productivity.
• Communicate with City IT management and City departmental IT liaisons and business owners about day-to-day operations support and maintenance of business applications.
• Work with city departments in developing their technology budget for their business operations and recommended technology upkeep.
• Provide recommendations to city business owners with technology directions in relation to the business needs and the services their respective groups deliver to the Anaheim residents and customers.
• Collaborate with the City's IT Project Management Office in identifying enterprise and/or department based needs for process improvements, service efficiency and staff productivity.
• Assist City departments with their annual technology work plans, prioritization of projects and resources, and budget allocations in order to implement city programs and service initiatives.
• Assist the client Applications Manager in team building and collaboration, intra-team work activities, project and task estimation and enforcement of account/team policies, guidelines and expectations.
• Work with various client Account groups such as the Network Team, Hosting Team, Workplace Services Team and Deskside Support Team in delivering quality and timely services to the city.
• Manage projects assigned to the applications team such as system implementation, software upgrades, application modernization, functional and technical customizations, etc.
• Oversee the enforcement of IT guidelines, procedures, standards, processes and improvements for applications development, change management, process documentation, disaster recovery and business continuity, issue escalation and timely communication, etc.
• Follow through on production issues and customer inquiries to ensure resolution and proper root-cause analysis in order to provide quality and timely service delivery.
• Manage applications and software vendors in terms of business applications support, software acquisition and licensing, technology compatibility assessment, customer service and service level agreements, etc.
• Able to support the city's 24x7 business operations and be available onsite during the city's business hours.

Required Skills
• Educational background preferably in the fields of Computer Science or Computer  
Engineering  • Must have a minimum of five years working experience in maintaining/supporting medium to large scale business applications
• Must have working experience in supporting and maintaining any of the following applications or industry equivalent systems:
o Accela - Land Management (Permitting, Inspections, Planning, etc) o ERP systems - CGI Advantage Financial, Payroll, Human Resource Management, etc. o Customer Information System (CIS) - enQuesta o Meter Data Management System - EnergyIP o Records Management System (RMS) - Emergency Reporting (Fire & EMS) o Enterprise Asset Management System • Must have experience acting as the primary contact in dealing with client and vendor requests
• Must have working experience in providing production support for business applications or maintaining business applications including troubleshooting and resolving application related issues.
• Must have experience in applications development, version upgrades and system implementation
• Must have working experience or knowledge in maintaining reports using third party tools such as Crystal Reports, Cognos, Business Objects, Tableau or any other industry equivalent tool
• Must have good problem solving, troubleshooting and issue resolution, organization and planning skills
• Must have working experience or knowledge with relational databases such as MS SQL Server or Oracle
• Must have hands-on programming experience using SQL, PL/SQL or any other equivalent versions
• Must have the ability to multi-task and provide off-hours support for production related business applications issues and/or technical environment support
• Must have excellent verbal communications, interpersonal skills and technical writing/documentation skills
• Must have the ability to train business application users and be able to develop technical documentation (i.e. Users Guide)
• Must have working knowledge with MS Project or any third party project management tool

Optional Skills
• Working knowledge in web development or mobile app development or implementing cloud-based solutions is a plus
• Working knowledge or familiarity with Service Oriented Architecture (SOA) or Enterprise Service Bus (ESB) - TIBCO is a plus
• Working knowledge or familiarity with third party performance testing tool such as LoadRunner, JMeter or any other industry equivalent tool is highly desirable
